Beijing: The added value of the digital economy in the first three quarters increased by 8.3% year-on-year

On November 23, the sixth meeting of the Standing Committee of the 16th Beijing Municipal People’s Congress continued. The meeting heard the “Report on Accelerating the Construction of a Global Digital Economy Benchmark City”. The “Report” mentioned that the city has achieved an increase in the digital economy in the first three quarters. The value is 1.406 billion yuan, a year-on-year increase of 8.3%; the pilot plan for the chief data officer system has been officially released and implemented, and pilot work will be carried out in 13 commissions, bureaus and districts.

The “Report” mentioned that the first session of the 16th Beijing Municipal People’s Congress held in January 2023 received a total of 15 proposals from representatives on accelerating the construction of a global digital economy benchmark city, involving infrastructure construction, “stuck neck” “Technical cracking, data element market cultivation, digital industry development, etc.

How are the issues that delegates are concerned about progressing? The “Report” gives a set of data: In the first three quarters of 2023, 105 of the 131 subdivided tasks in nine categories specified in the annual work points of benchmark city construction have been completed, with a completion rate of 80.15%. In the first three quarters, the city’s digital economy achieved an added value of 1.406 billion yuan, a year-on-year increase of 8.3%, accounting for 44.3% of the regional GDP, a year-on-year increase of 1.1 percentage points. Among them, the core digital economy industries achieved an added value of 822.67 billion yuan, an increase of 10.6%.

This year is the first year for the city to officially implement the “Beijing Digital Economy Promotion Regulations”. Among the 49 tasks detailed in the “Regulations”, they include “autonomous driving full-scenario operation test demonstration” and “enriching the application pilot scenarios and industries of digital renminbi”. 40 projects, including “Ecology”, have completed their annual targets ahead of schedule. The pilot plan for the chief data officer system has been officially released and implemented, and pilot work will be carried out in 13 commissions, bureaus and districts.

The number of digital economy companies has increased by more than 30,000 in the past three years

This city’s digital economy has officially “brightened our family fortunes.” The “Report” mentioned that at the infrastructure level, the city’s information network infrastructure advantages continue to be consolidated. As of the third quarter of 2023, the city has built a total of 104,000 5G base stations, and 27,000 new ones were built that year, achieving full coverage within the Fifth Ring Road and precise coverage in key areas and typical scenarios outside the Fifth Ring Road; the cumulative number of Gigabit fixed network users has reached 2.007 million. An additional 663,000 households were added that year.

At the digital industrialization level, the city has established more than 30,000 new enterprises in the core industries of the digital economy in the past three years, with an average of 10,000 new enterprises established annually, and there are more than 8,000 enterprises above designated size in core industries. In the first three quarters, the revenue of the software information services industry grew by 16.6%, and the proportion of added value in GDP and growth rate ranked first among all industries. At the level of industrial digitalization, 42 new companies have completed intelligent transformation and upgrades, increasing production efficiency by more than 10%; more than 500 specialized small and medium-sized enterprises have been supported to carry out digital diagnosis and transformation. Smart city construction develops in depth. “One-stop service” realizes that 100% of urban government service matters are “completely handled online”, and the application rate of electronic seals of the two levels of urban government departments reaches 100%.
